A lot of it depends on scenario. But if want to apply realism, by both historic and modern testing, the penetration power of arrows depended heavily on range and even Bodkin arrows couldn't usually get more than a third of an inch through plate if I remember correctly. Also from personal experience as an SCA and Dagorhir combat archer, I have no problems defending/dodging melee attacker's swings nor with aiming since it takes practically none while they are right on me. Unless they have a shield I almost always land a chest shot. The hard part is knocking you're arrow while trying not to get hit and if you knock wrong it could mess up the shot. I know in reality I don't have a 4 agility or marksmanship so if I can still manage to knock and shoot with a guy trying to hit me with his Axe my fantasy character should be able to. Lol besides, realism is somewhat, of course not completely, abstract in a world with dragons, Giants, dire wolves, wargs, etc . It is also just a game where you can't exactly imitate everything from real world physics lol . Ultimately I'm ok with whatever the Narrator decides, I've given my opinion

A couple of points for my character:
A) I did not make the character. B) The art of combat for me would be: Lesser Action: Move 5yds (fast benefit) Lesser Action: Standard Attack
The issue would be getting initiative and keeping ahead of the other fighter. If I get caught, then I get dead.
I understand the gravity of the situation from a pure melee stand point, but I understand the severity of a Marksman caught in melee as well. We each have our forte' but neither wants to be caught with the short stick.
I don't care which direction the decision goes, I will still have to role play to survive. Just like in an intrigue... just write my character off.

Hm, i would definitely agree with the -1D penalty if engaged. However, banning the use of bow and arrow does not seem like a sound thing to do - 5D means the person in question in very very skilled at the ability in question. For example, he could maneuver a bit and fire an arrow in the opponents leg, or neck or whatever. That arrow is bound to leave a mark. It it less likely to do much damage than if the foe is a bit further away but it is still possible. And banning a thing that is possible to do does not seem like a smart thing.

Ok, I'm going to make a ruling here finally.
We're going to impose a -1D penalty on ALL Marksmanship tests while engaged by someone in melee (this includes crossbows and thrown weapons).
